Railway Supply Institute Statement on Freight RAILCAR Act of 2025 Senate Companion Bill

WASHINGTON, D.C. – Last week, Senators Jim Banks (R-IN) and Chris Coons (D-DE) introduced S. 2758, a companion bill to the House of Representatives’ Freight Rail Assets Investment to Launch Commercial Activity Revitalization (Freight RAILCAR) Act of 2025. The Railway Supply Institute (RSI) applauds this bill as a significant step forward for the rail supply industry and the broader U.S. economy. 

“This legislation will encourage investment in the modernization of the North American railcar fleet, improve sustainability, and support American manufacturing jobs,” RSI President Jim Riley said. “RSI thanks Senators Banks and Coons for their leadership in championing this crucial legislation in the Senate. We also continue to be grateful to Representatives LaHood and Schneider, who introduced the House bill in February, for their original support and recognition of the value this legislation brings to our nation’s supply chain.” 

The Freight RAILCAR Act of 2025 would modernize the North American railcar fleet, support U.S. manufacturing jobs, and advance the efficient movement of critical goods across the country. It would provide a nonrefundable 10 percent tax credit to help offset the costs to replace or upgrade existing railcars to improve fuel efficiency or capacity.  

The companion bill marks the first time the Freight RAILCAR Act has been introduced in the Senate. We encourage Congress to pass this vital legislation.
