The equipment leasing industry owns and leases rolling stock to railroads and rail shippers, thereby playing an integral role in the supply of new railcars to the nation's rail fleet. RSI's Committee on Equipment Leasing is comprised of representatives from several prominent leasing companies. This committee's primary responsibility is to evaluate those key regulatory and public policy issues affecting the leasing industry, and to guide RSI policy development in this area.
In this capacity, the committee has been effective in shaping national policy that affects the industry, through testimony before Congress and other lobbying initiatives. When the Surface Transportation Board was formed to replace the Interstate Commerce Commission in early 1997, the equipment leasing committee was there, pushing for the retention of the registration of equipment liens, among other issues. The committee has also played a pivotal role in monitoring rail/labor negotiations, proposing rail safety legislation and evaluating the impact of user fees, all of which are key issues facing the leasing industry.
