Meet the Staff

All RSI staff are available to answer any questions you may have about the railroad and rail supply industries. Our staff has over 50 years of cumulative experience working with Congress and the Department of Transportation, as well as with the railroad and supply industries.

Howard E. Tonn, Executive Director – Chicago

Mr. Tonn has over 40 years experience in the rail supply industry having held positions in such companies as ACF Industries, Shippers Car Line, TTX Company, Kustom Karr and CRS, Incorporated. Since 1997, Howard has operated the Chicago office of the former Railway Supply Association, Inc. and has been responsible for industry relations, Annual Technical Conference & Convention, AAR/NARMO & Safety Group Seminars and various outer activities as directed by the Board of Directors.

Marilyn M. Tonn, Secretary – Chicago

Ms. Tonn handles the daily office duties of the Chicago Office including coordinating meetings, planning and coordinating schedules and industry events during the year including Annual Luncheon and Receptions & Banquets in association of the RSI Annual Convention in Chicago. Marilyn is also responsible for administering the annual RSI Scholarship Program and maintains computer records of membership information.

Thomas D. Simpson, Executive Director - Washington

Mr. Simpson has been with RSI since 1988. Prior to joining RSI, Mr. Simpson worked at the Federal Railroad Administration's Office of Public Affairs in Washington, D.C. He has also served as the President of Operation Lifesaver's Board of Directors.

Areas of Responsibility: RSI Committees on Quality Assurance, Standard Coupler Manufacturers, State Taxation, Tank Cars, Equipment Leasing, Maintenance-of-Way, and Train Control Technologies. Oversees all RSI legislative activities, with particular emphasis on freight railroads, freight cars, hazardous materials, truck sizes and weights, tax and railroad safety legislation. Serves as Executive Director of the American Railway Car Institute.

Nicole B. Brewin, Assistant Vice President - Washington

Ms. Brewin joined RSI in January 2001. Ms. Brewin previously worked for Congressman Peter Visclosky (D-IN) as his Transportation Legislative Assistant, handling such issues as rail safety, surface transportation program and High-Speed rail. 

Areas of Responsibility: RSI Committees on Grade Crossing Safety, Passenger Transportation, International Trade and Public Relations/Marketing. Monitors legislative and regulatory matters pertaining to the railroads and rail supply industry with particular emphasis on Amtrak and SAFETEA legislation.  In addition, Ms. Brewin coordinates the Annual Railroad Industry Dinner with the Association of American Railroads and the American Short Line and Regional Railroad Association.

Robyn M. Leach, Office Manager - Washington

Ms. Leach is responsible for the operation of the RSI Washington, D.C. Office, all financial functions and administrative duties of that office. In addition, Ms. Leach coordinates the annual Quality Assurance Conference.
